This transitional housing is funded by GHURA HUD HOME grant.   It accepted its first clients in 1999.  The homeless shelter needed a place to transition into permanent housing.

LIHENG II Apartment

 

 

LIHENG is an acronym for Learning by Integrating Housing and Extended Needs and Goals.  It means shelter in Chamorro.

 

LIHENG I, located in Harmon, is an 8-unit apartment. LIHENG II, located in Mangilao, is an 8-unit apartment. LIHENG III, located in Mangilao, is a 14-unit apartment.      

 

To be eligible for the transitional housing program, individuals must be homeless, e.g., they are sleeping in places not meant for human habitation such as cars, parks, sidewalks, farm out buildings, caves, vehicles, bus shelters, or sleeping in emergency shelters. 

 

Each site has at least a unit designated to accommodate persons with disabilities. 

 

Supportive services to transition client to self-sufficiency are provided. This was established in year 2000 under contract with HUD Supportive Housing Program to provide case management services to homeless clients with Guma San Jose Homeless Shelter, Alee Shelter and LIHENG clients.  Services provided entail case management and supportive services to include assessment of needs in order to be independent, development of service plan based on the assessment, and arranges for job training and job placement.

 

Tenants are taught reading and writing skills classes through the WIA-II grant from GCC.
